  • DAY OF THE LAST SPRING FREEZE?   Here is a very helpful message from the Midwestern Regional Climate Center: Just when you think winter is over … Every spring, we are teased with intermittent warm periods that motivate us to plant flowers, plant our vegetable garden, or sit back and watch our local farms, orchards, and communities green up. If we are lucky, once we take that action, a freeze event will avoid us for many months - long after farms have been harvested and flowers have lost their luster. If we’re unlucky, at least one more freeze event will make an appearance and damage our positive planting efforts. So, how long to do we have to wait before we know it’s safe? Every year is different, and weather forecasts can certainly help. However, climatology of past spring freeze can help remind us when there’s still a chance. NOAA’s National Centers for Environmental Information (NCEI) has recently updated their map of the “Day of the Last Spring Freeze” [http://www.ncdc.noaa.gov/news/when-expect-your-last-spring-freeze] based upon the 1981-2010 US Climate Normals. This product shows when the average last spring freeze occurred over that 30-year period. If you’re interested in when the latest last spring freeze occurred during that period, the earliest last spring freeze occurred, or multiple other combinations, check out the “Midwestern Regional Climate Center’s (MRCC’s http://mrcc.isws.illinois.edu/)” Vegetation Impact Program’s (VIP’s) Frost/Freeze Guidance website http://mrcc.isws.illinois.edu/VIP/index.html. This website provided various climatological products including not only a freeze event defined as <=32F, but also “hard freeze” events defined as <=28F. There are also a variety of climate monitoring tools on this site that provide daily, updated information such as: date of the most recent freeze event, days since the most recent freeze event, number of freezing days over the past 2 weeks, lowest minimum temperature this past season, and accumulated growing degree-days since the most recent freeze event. All of these products are designed for the public, gardeners, forecasters, and other stakeholders to understand the potential for spring (and fall) freeze events given what has happened in the past - both recent and over the past 30 years.   • THE 2015 HURRICANE AWARENESS TOUR IS SCHEDULED AT NORFOLK INTERNATIONAL AIRPORT (ORF) LANDMARK AVIATION FACILITY - TUESDAY, MAY 5, 2015.   NOAA hurricane experts will visit five U.S. East Coast cities and one city in Canada, flying aboard a USAF Reserve WC-130J Hurricane Hunter aircraft along with the NOAA G-IV aircraft to raise awareness of the impacts from tropical cyclone threats and the danger of being caught without a personal hurricane plan. National Hurricane Center Director, Dr. Rick Knabb, hurricane specialists Daniel Brown and John Cangialosi, the USAF Hurricane Hunter crew members, and the NOAA aircraft crew members will be on hand to educate residents of vulnerable communities about hurricane preparedness. Officials from Virginia Department of Emergency Management, local emergency management offices, non-profit organizations such as the American Red Cross, and personnel from NOAA's National Weather Service Wakefield, VA forecast office will be part of the team at the Norfolk stop... along with local media. The public will be able to tour the aircraft, and meet with flight crews between 2:00 pm and 5:00 pm on Tuesday, May 5th. The official flyer regarding this event can be viewed with a click here.     Arlington/Washington, D.C. - "THE MONTHLY AVERAGE TEMPERATURE WAS BELOW NORMAL FOR THE THIRD CONSECUTIVE MONTH. MONTHLY PRECIPITATION WAS ABOVE NORMAL. THIS IS THE FIRST TIME BACK-TO-BACK YEARS HAD BELOW NORMAL MONTHLY AVERAGE TEMPERATURES IN JANUARY FEBRUARY AND MARCH SINCE 1969-1970. RELIEF FROM THE COLD TEMPERATURES CAME BRIEFLY ON MARCH 26TH WHEN DCA OBSERVED A HIGH TEMPERATURE OF 77 DEGREES...ITS WARMEST DAY SINCE OCTOBER 28TH 2014. MONTHLY SNOWFALL WAS ABOVE NORMAL. THIS IS THE THIRD CONSECUTIVE MARCH WITH ABOVE NORMAL SNOWFALL. A RECORD DAILY MAXIMUM SNOWFALL OF 4.8 INCHES WAS SET ON THE 5TH. THIS BROKE THE OLD RECORD OF 4.4 INCHES SET IN 1888. The mean high temperature was 53.4° (-2.1°) and the mean low temperature was 31.1° (-1.8°). Record low temperature records were set on the 6th (9.8°) and 7th (7.0°). March precipitation of 3.90” was above average (+0.52”). Snow was observed on the 1st (T), 5th (6.6”) and 14th (0.9”). Freezing rain was observed on the 1st (0.25”). Sleet was observed on the 3rd (T) and 5th (T). The 6.6” of snow that fell on the 5th set a new daily record.     Dulles - from NWS Sterling (KLWX): " THE MONTHLY AVERAGE TEMPERATURE WAS WELL BELOW NORMAL. MONTHLY PRECIPITATION WAS ABOVE NORMAL. THIS IS THE FIRST TIME BACK-TO-BACK YEARS HAD BELOW NORMAL MONTHLY AVERAGE TEMPERATURES IN JANUARY FEBRUARY AND MARCH SINCE 1987-1988. PRELIMINARILY...2015 APPEARS TO BE OFF TO THE THIRD COLDEST START OF ANY YEAR ON RECORD WITH AN AVERAGE TEMPERATURE OF 31.8 DEGREES. A RECORD DAILY LOW TEMPERATURE OF 9 DEGREES WAS SET ON THE 6TH. THIS BROKE THE OLD RECORD OF 15 SET IN 1978. A RECORD DAILY LOW MAXIMUM TEMPERATURE OF 27 DEGREES WAS ALSO SET ON THE 6TH...BREAKING THE OLD RECORD OF 32 SET IN 2007. A SECOND RECORD DAILY LOW TEMPERATURE OF 2 DEGREES WAS SET ON THE 7TH. THIS BROKE THE OLD RECORD OF 14 SET IN 1985. A SECOND RECORD DAILY LOW MAXIMUM TEMPERATURE OF 37 DEGREES WAS SET ON THE 28TH. THIS BROKE THE OLD RECORD OF 39 SET IN 1996. THIS ALSO WAS THE COLDEST DAY FOR SO LATE IN THE SEASON AT DULLES SINCE MARCH 30TH 1964...WHICH HAD A HIGH OF 37 DEGREES. MONTHLY SNOWFALL WAS ABOVE NORMAL. THIS IS THE THIRD CONSECUTIVE MARCH WITH ABOVE NORMAL SNOWFALL...AND THE FIRST TIME THREE CONSECUTIVE MARCHES HAVE HAD ABOVE NORMAL SNOWFALL ON RECORD AT IAD. A RECORD DAILY MAXIMUM SNOWFALL OF 9.5 INCHES WAS SET ON THE 5TH...BREAKING THE OLD RECORD OF 1.0 INCH SET IN 2001. THIS WAS ALSO THE HIGHEST CALENDAR DAY SNOWFALL IN THE MONTH OF MARCH SINCE MARCH 13TH 1993. " - [ - + ]

The temperatures ranged between a high of 75 and a low of 7 and was 3.7 degrees below normal. On the precipitation side, the month was 0.86” above normal, with 4.64” measured. We had 7.6” of snow; with 6.8” falling on the 5th in a combination rain, sleet and snow event. We also had some freezing rain on the first. We have now had 28.2” of snow for the year. " - [ - + ]

    Portsmouth - from Bill Trotter: " The month's average temperature of 48.4° was 1.7° BELOW NORMAL. Precipitation (3.34") was BELOW NORMAL by 0.66" or 83% of the March average during the period from 1977 to 2014. Rainfall for the year through March 31st was 10.29" (-0.52" or 95% of normal).     Glen Allen - from Lowell Koontz: " March was the third coolest and second driest on record at Glen Allen as the monthly mean temperature was 46.2 °F, a -2.0 °F departure based on a 6 year average. Glen Allen had 9 days the minimum temperature was <=32 °F. The first week of March was VERY cold and many mornings were cloudy particularly in the last two weeks. There were 22 cloudy mornings making this March the cloudiness on record at Glen Allen. The maximum temperature for March was 78 degrees F on the 17th. During the warm March of 2012, Glen Allen had 6 days that the maximum temperature was 80 °F or more. The minimum temperature for March was 14°F on the 6th which was the third lowest minimum temperature for March. The temperature range for March on the 7th was 37.5°F which was the third highest for the month at this station. The average ground temperature at one foot was 45.5°F, a -2.5°F departure and the third lowest for March; the record was 44.0°F in 2014. The 3.43 inches of precipitation for March was a -0.86 inch departure on the 6 year average. The most precipitation in a 24 hour period was only 1.05 inches which was the third lowest amount for March. Of the 14 days with measurable rain, 8 were less than or equal to only 0.10 inches. There were no heavy precipitation events with the most measured in one hour being only 0.16 inches. The total snowfall was 1.5 inches for the month, a departure of -2.8 inches for March. The maximum wind gust during March was 41 mph which occurred on the 31st at 1545 hours from the SSW. The average relative humidity for March was 62.3 percent the third lowest for the month. The highest barometer was 30.76 inches on the 1st, the highest on record for March at Glen Allen. " - [ - - ]

The mean temperature for March was -1.0°F below the thirty year mean temperature for March. This March had 5 days that the high temperature was greater than or equal to 70 °F but March 2012 had 19 days. This March had 9 days that the temperature was 32°F or less and 2012 had only 3 days. The lowest overnight minimum for this month was 16°F on the 6th. The daily mean for March 6th was 23.5°F; only seven years have had a colder March day. The high temperature for March 6th was 31°F; only 7 years of the past 118 years have had a lower March maximum temperature. The maximum temperature range for March 31st was 43°F which was a new record for the date. The old record was a 41°F range in 1941. March was drier than average with 3.78 inches of precipitation which was a deficit of 0.23 inches. This made March the 54th wettest March since 1887. The total snow for March was 0.3 inches which was a deficit of 0.3 inches on the 30 year average. Richmond International Airport set 2 records for March 2015: March 28, 2015, 36.0°F new record low daily mean the old record was 37.0 °F in 1982 and March 31, 2015, 43°F new record maximum temperature range the old record was 41°F in 1941.
